
About NNSC
At the end of the war on the Korean peninsula, the three military commanders of respectively the United Nations Command (UNC), the Korean People’s Army (KPA) and the Chinese People’s Volunteers (CPV) signed an Armistice Agreement on 27 July 1953.
The signed agreement established the Neutral Nations Supervisory Commission (NNSC) consisting of four nations that had not taken part in the Korean War with combat troops. The KPA and the CPV nominated Czechoslovakia and Poland, the UNC nominated Sweden and Switzerland.
The dissolution of Czechoslovakia and its partition into two independent countries, the Czech Republic and the Slovakian Republic, led to the withdrawal of the Czech delegation in 1993. In 1995, Poland withdrew their delegation and stopped carrying out any operational activities.
The Swedish and Swiss delegations have been – since 1953 – permanently present at NNSC’s headquarters in Panmunjom. The two delegations perform and develop Armistice Agreement activities contributing to stability on the Korean Peninsula in the interest of all parties involved. Today, both delegations are represented by five officers which are each led by a two-star general.

Major General Fredrik N A Stålberg
Head of the Swedish Delegation
Major General Fredrik N A Stålberg started his military career as a conscript in 1986 and subsequently served as Tank Platoon Commander at the Skaraborg 4th Armoured Regiment.
Assignment during his career is mainly command positions. Deputy Commander Mechanized Infantry Company Bosnia during the UN mission and the NATO IFOR Mission (1995-1996), Head Planner Joint Operations Defence Plans at Swedish Joint Forces Command (2001-2003), Aide-de-Camp/MA to the Swedish Minister for Defence 2003-2005, Commander Armoured Battalion at 4th Armoured Regiment (2005-2007), Deputy Commander Swedish forces/contingent in Afghanistan (2007-2008), ACOS G3 Swedish Army HQ (2009), Chief of staff Swedish Army HQ (2009-2012), Commander 4th Armoured Regiment (2012-2017) and concurrently Commander Regional Command West, Commander Swedish Land Component Command/Field Army (2017-2020) and concurrently Deputy Commander Swedish Army (2019-2020), Deputy Vice-Chancellor and head of education at the Swedish Defence University (separate Agency 2020-2022), Deputy Commander Swedish Joint Forces Command and DCJO (2023-2025) and Acting Commander JFC/CJO fall 2024.
As Commander of the 4th Armoured Regiment, he was also responsible for the Army reestablishment organizing a mechanized battalion on the Isle of Gotland in the Baltic Sea. In his capacity as Commander Land Component Command (Field Army), he enhanced the Swedish Army`s effectiveness aiming for 2025-30 with focuses on the Swedish Army ability to engage in high intensity warfighting in national defence and in close cooperation with partner nations. During this period Fredrik N A Stahlberg was also responsible for the Swedish Army overseas deployments, including Mali, Afghanistan and Iraq. He frequently evaluated these missions and took physically part in the AOR together with soldiers in the different units.
In autumn 2022 The Supreme Commander tasked him directly with evaluating and conducting active changes regarding preconditions for all personnel in the Armed Forces as a member of the Swedish Supreme Commander`s Command Group. Upon completion, he was promoted to Major General and appointed DCJO 2023. Since 2018, Fredrik N A Stålberg is a member of the royal Swedish Academy of War Science. 2017-2022 he also served as a Board Member in the Swedish Royal Mounted Guard.
Major General Fredrik N A Stålberg has been recognized with numerous award and medals, including the royal Swedish Academy of War Science medal presented by the King of Sweden (2006), Skaraborg Armoured Regiment Subaltern (young officers) White Scarf for his leadership and his ability to lead by example (2016) which he holds in the highest regard.
Major General Fredrik N A Ståhlberg is married to Jeanette, and they have one daughter and one son. In his leisure time, he enjoys outdoor training, golf and most important spending time with his family and friends.

Major General Ivo Burgener
Head of the Swiss Delegation
Grown up in the Canton of Valais at the border of two Swiss languages, having been commissioned as officer in 1989, and after obtaining in 1995 a BA in Public Affairs at the Swiss Federal Institute of Technology in Zurich, Major General Ivo Burgener started his professional life as a career officer. He graduated from the Swiss General Staff School in 1997 and attended 2008 the Senior Course 113 at the NATO Defense College in Rome, Italy.
From 1993 to 2022 Major General Burgener commanded a Mountain Infantry Company, was Chief of Operations of a Territorial Brigade, then commanded a Territorial Brigade Staff Battalion from 1999 to 2002. He served as Assistant Chief of Staff Operations at a Territorial Brigade and on Division level, as Assistant Chief of Staff Training and Education at a Territorial Region. In 2009 he took command of the famous Patrouille des Glaciers.
In addition, Major General Ivo Burgener served as Unit Instructor at a Mountain Infantry School from 1995 before becoming its Deputy Commander in 2000. In 2002 Major General Burgener was Deputy Commander of the Armed Forces Mountain Centre of Competence. After having served as Deputy Chief of Land Forces Doctrine from 2009 to 2011 and Deputy Chief of Training and Education in the Land Forces Staff from 2011, he was Commander of the Armed Forces Mountain Centre of Competence from 2012 until 2016. Major General Burgener worked until 2019 as Deputy Commander of the Infantry Training Unit and held the position of Deputy Commander of the Armed Forces Training Centre from 2019 to 2022.
During these years, Major General Burgener served in the following military missions abroad:
1999 Commanding Officer Swiss Headquarters Support Unit, OSCE, BiH
2003 National Contingent Commander Swisscoy, KFOR, Kosovo.
Upon decision of the Swiss government of May 2022, he was promoted to Major General and took over the Swiss Delegation to NNSC, Panmunjom, Republic of Korea.
